Emergency Congestion Terminal Surcharge
Emergency Congestion Terminal Surcharge (ECTS) was called into life in 2007 by feeder shipping companies, as the terminals were no longer able to process containers due to all sorts of circumstances. The terminals were faced with enormous congestion problems, as a result of which the feeder shipping companies only received the containers following major delays, with all of its consequences. In order to ensure that in such cases all containers can be checked and inspected, an ECTS is used at extremely busy times.
